A day after a sport-utility vehicle plowed through a group of migrants in Brownsville, Texas, killing eight people, police officials identified the man behind the wheel as George Alvarez and said they were still trying to determine whether the crash was intentional. Mr. Alvarez has been charged with eight counts of manslaughter, 10 counts of aggravated assault with a deadly weapon and reckless driving, and is remaining behind bars, Chief Felix Sauceda of the Brownsville Police said on Monday. His gray Range Rover SUV struck about 20 people near a bus stop. Chief Sauceda said the police were investigating reports that Mr. Alvarez had yelled anti-immigration epithets at the group. More criminal charges could be added, he said, if investigators determine that the crash was deliberate.

There were about 20 to 25 migrants sitting on the curb at around 8:30 a.m. when police reported receiving reports of the crash, according to the shelter’s director. The migrants were from Venezuela and had arrived at the shelter just days ago, Maldonado said. Police say driver isn’t cooperatingAfter the crash, witnesses at the scene detained the driver until officers arrived, Sandoval said. The Ozanam shelter has been housing immigrants while they wait for more permanent housing, according to Sandoval.

At least seven people were killed in Brownsville, Texas, on Sunday after the driver of a vehicle plowed into a crowd of migrants outside a center that serves homeless people, an official said. The official, Judge Eddie Treviño Jr. of Cameron County, said the group was outside the Ozanam Center, near a bus stop, when a Range Rover barreled down upon them around 8:30 a.m. local time. It was unclear whether the driver had lost control or had intentionally run over the group, Judge Treviño said. He said the driver had been injured and taken to a hospital.
